There are programmes which are invite-only or for both invite-only and tickets-holders. One of them was Korean-Pop Concert on the 4th November 2008, which was the most exciting event in the Korea Festival 2008.

This is where some of the famous and hottest Korean Singers and Bands like Jun Jin and Andy (from Shinhwa), 2PM, U-Kiss, Kim Jong Wook and Wonder Girls gather and sing for the whole 2hours concert!! Most of them are debuting in Singapore for the first time at this concert and fans were aware of the different channels of how the tickets are distributed and packaged.
Some of the methods are through intermediaries like Korean Air in a form of complimentary tickets with online air ticket purchases; through radio stations like Radio Contests on Cool K Time MediaCorp 96.3FM and Y.E.S. FM93.3.
The Premium seats of the concert are given away to sponsors and VIPs from Government of the Republic of Korea & Embassy of the Republic of Korea. As a Guest Co-ordinator Officer (GCO) at Singapore Indoor Stadium that night, I realised that this situation has left huge disappointment in most of the audiences at the Terrace and Balcony areas because most of the cheering came from them (fans) when the main audience at the Premium are not hyped-up at all. (I believe this will affect the impression of the Singapore’s Korean Fans in those Korean bands and singers since it was their first time if they are not aware of how the tickets are scattered.)
I think the distribution of Concert tickets can be better because the Fans should get a fair bit of the front view to cheer for their favourite Korean Idols. That was the main and only objective which the fans go for the concert for. They want their idols to feel their enthruasim and it will give a more postive impression to the Korean when it is broadcasted in Korea.
Other than having an official website for the Korea Festival 2008 with a short message from the Ambassador, H.E Kim Joong Keun. The Embassy of the Republic of Korea has also sent a representative to Channel News Asia to talk about some of the highlights of this Festival. They have also brought in some Singapore’s Media Korean-Speaking Ladies (Channel NewsAsia’s presenter, Suzanne Jung and Y.E.S FM93.3 DJ Tan Li Yi) to host some of the spectacle events like Korean Flavour Fiesta and K-Pop Night Concert. I realised their roles are important and very impactful because they not only act as a translator between the Korean and Singaporean but also as a representative from Singapore. – (ABOVE THE LINE PUBLICITY)
For the promotional efforts for the Korea Festival 2008, it started from the K-Pop Talent Contest Audition on the 25th October 2008 which was in relation to the K-Pop Night Concert. There are fabulous prizes await the contestants. At the 2 days Korea Flavour Fiesta, they had also prepared Lucky Draws for the loyal crowd – prizes are Korea-related (e.g. Restaurant Vouchers to some of the Top Korean Restaurant in Singapore and Two Business Class Tickets to Korea on Asiana Airlines) - (ABOVE THE LINE PUBLICITY)

Media releases of Korea Festival 2008 spread even before 1st November 2008. They are found on both English and Mandarin Newspaper; Channel News Asia, the Strait Times, the New Paper, Lian He Zao Bao (聯合早報) and Lian He Wan Bao (聯合晚報). The biggest news was released when the Famous and Hottest Korean Stars arrived in Singapore’s Changi International Airport where almost 600 Fans gathered to welcome them. – (BELOW THE LINE PUBLICITY)
Korea Festival 2008 gained from advertising efforts from online Public / Idols Forums, Media Sites like Omy.com and Games Websites like AuditionSEA. These online tools are important because it is not only read by Singaporean but everyone from all around the world can get access to it. Especially the Idols Forums where a huge number of fans gathers. Games Websites like AuditionSEA helps to enhance the excitement mood by organising their own contest related to Korea Festival 2008 with prizes which will attract the gamers. - (BELOW THE LINE PUBLICITY)
P.S. I have found Articles of Korea Festival 2008 & the contest example on AuditionSEA website.
